EBCE Issues 2020 Renewable Energy & Storage Request for Offers

Oakland, CA (October 29, 2020) - East Bay Community Energy (EBCE) is issuing a Request for Offers (RFO) to procure long-term renewable energy resources and storage, to provide long-term clean energy hedges and Resource Adequacy, and to contribute to EBCE’s Renewable Portfolio Standard (RPS) and Integrated Resource Plan (IRP) obligations under SB 350 and SB 100. EBCE is seeking to procure multi-hundred megawatts of clean generating resources and storage through this RFO.

EBCE is soliciting competitive proposals for the sale and purchase of renewable energy and related products from both existing and new construction resources within or deliverable to the state of California. Projects must be larger than 10 MW in contract capacity and must begin deliveries no later than December 31, 2024. Specifically, EBCE seeks offers for the following products:

  • As-Available Product from RPS-eligible resources;

  • As-Available RPS Product plus Energy Storage;

  • Indexed Energy plus RPS attributes;

  • Shaped RPS Energy Product;

  • Stand-alone Energy Storage Toll; or

  • Shaped Clean Energy Hedge

“East Bay Community Energy exists to provide clean, reliable and affordable electricity to residents, businesses, and governments across Alameda County and starting in 2021, the city of Tracy. At a time when the climate action imperative has never been more clear, and the challenges to keep the lights on in response to extreme weather are front and center, EBCE is initiating a procurement effort to contract for new, clean and reliable electricity to serve hundreds of thousands of East Bay residents and businesses. We expect many of these projects to include the critical energy storage that the California grid needs to maintain reliability. These projects will also create thousands of good, family-sustaining jobs across the state over the next five years." said EBCE CEO Nick Chaset.

There will be a Respondent Webinar on Tuesday, November 10, 2020 at 10:00 AM PT to review key information in the protocol. All submissions for this RFO are due by Tuesday, December 1, 2020 at 2:00pm PPT. For more information, visit the RFO webpage (https://ebce.org/2020-rfo/).

EBCE’s previous RFO resulted in contracts for 550 MW of wind and solar and over 150 MW of battery energy storage projects. The first two projects from that solicitation will come online in January 2021. For more information visit https://ebce.org/power-projects/.
