Request for Proposals for Commercial Pay-for-Performance Energy Efficiency Program and Additional Grid Services Program
East Bay Community Energy (EBCE) is seeking competitive proposals from prospective consultants or firms to provide implementation and measurement and verification (M&V) services for a (1) Commercial Pay-For-Performance Energy Efficiency Program, and an (2) Additional Grid Services Program. Bidders may propose responses for one or both programs. Responses are due by 5:00 PM PST on December 16, 2022.

Request for Offers: Zero-Emission Medium and Heavy-Duty Goods Movement Project Loans
East Bay Community Energy (EBCE) seeks submittal of loan requests by relevant and experienced stakeholders of zero-emission medium and heavy-duty (MD/HD) goods movement vehicles (Class 3-8) and charging infrastructure for opportunities for EBCE to loan up to $3M to eligible projects located and operating in Alameda County (excluding the City of Alameda) and the City of Tracy. Responses due by 5:00pm on October 17, 2022.
REVISED Request for Offers (PDF) - updates are: 1) we will accept projects in Stockton and 2) the term of the EBCE loan can not exceed 10 years, nor be longer that the usable life of the asset or the customer agreement.

Energy Resilient Municipal Critical Facilities

Request for Proposal for East Bay Community Energy Authority Revolving Credit Agreement Services
East Bay Community Energy Authority (EBCE) is seeking proposals from qualified lenders and/or financial institutions to provide financing services for the expansion of EBCE’S programmatic and longer-term credit needs. Specifically, EBCE is seeking a revolving credit facility agreement with line(s) of credit up to $225 million of unsecured credit to support power procurement, issue letters of credit and meet cash collateral requirements, to enable local development and programmatic investments by EBCE, and other general working capital needs. EBCE intends to award contracts to the bidder(s) selected as the most optimal and responsive to this Request for Proposal (RFP).

2022 AMP Community Outreach Grants
EBCE invites community-based organizations in the East Bay to apply for grants of up $30,000 to assist with marketing, education, outreach, and customer enrollment for several programs designed to serve low-income customers.

Joint CCA Request for Proposal for Joint CCA Resource Adequacy Portfolio Management Services
East Bay Community Energy (EBCE), Central Coast Community Energy (3CE), Peninsula Clean Energy (PCE), San Jose Clean Energy (SJCE), and Silicon Valley Clean Energy (SVCE), (collectively, the “Joint CCAs”), are requesting proposals from service providers to provide Joint CCA RA Portfolio Management Services for Resource Adequacy (RA) procurement (“RA Portfolio Management Services”).

East Bay Community Energy (EBCE) is seeking proposals from qualified firms to provide construction and property management services utilizing the necessary project manager personnel to oversee, manage, and administer all phases of the planning, design, construction and maintenance of EBCE’s newly purchased headquarters located in Downtown Oakland. The facility projects could range from tenant improvements, workspace configuration, electrical layouts, fire life safety upgrades, energy efficiency upgrades, water efficiency projects, security system installation, etc. Response due by 5:00 PM on October 22, 2021.

The Municipal Electrification Assistance (MEA) program was designed to support municipal agencies and school districts in meeting their building electrification goals. This program provides capital-project technical assistance, gap funding, or reach code adoption and implementation support.

RFP for Induction Cooking Lending and Education Services
EBCE seeks responses from proposers on program designs for a service territory-wide induction cooktop lending program including consumer education and training to increase hands-on experience with and consumer awareness of induction technology.
