RFP for Climate, Renewable Energy and Electrification Education Grant for Primary and Middle Schools

Ava Community Energy (Ava) invites proposals for the implementation of a comprehensive Climate, Renewable Energy and Electrification Education Grant for Primary and Middle Schools. The objective of this initiative is to enhance students' understanding of climate change solutions, renewable energy, and electrification, fostering environmental consciousness, and promoting sustainable practices and climate change awareness from an early age (ages 5–14).

The selected organization will be responsible for designing and implementing an educational initiative that covers topics such as climate change, renewable energy, and electrification technologies. Education should be age-appropriate for primary (elementary) and middle school students, encouraging interactive and engaging learning experiences.

One recipient will be awarded a grant of up to $300,000.00, over three years. Funds may be used for the purposes of, yet not limited to, developing educational materials, hiring personnel, procuring resources and materials necessary to meet grant goals. If you wish to collaborate with another organization, proposals from partnerships between organizations will also be considered.

RFP for Clean Energy Jobs and Training for Youth Awareness Grant

Ava Community Energy (Ava) invites proposals for a Clean Energy Jobs and Training for Youth Awareness Grant aimed at empowering young individuals through education and exposure to employment opportunities and hands-on training in clean energy technologies. This initiative seeks to bridge the gap between education and employment, fostering a skilled workforce for the ongoing energy transition. This program is specifically designed to reach youth (ages 15–24) including recent high school graduates, college students, and young professionals.

The selected grant recipient will lead efforts to connect young professionals to Clean Energy Job opportunities and or Training programs such as those provided by Rising Sun, Cypress Mandela, and others responsible for developing and implementing comprehensive youth training programs focused on clean energy jobs. By recommending enrollment at the various organizations, this initiative aims to equip young individuals with the skills and knowledge needed to thrive in the evolving clean energy sector, addressing both current and future workforce demands.

RFP for External Treasury Management Services

Ava Community Energy is seeking a qualified organization to provide treasury management and advisory services to manage Ava’s free cash balances. The treasury management services would encompass the following scope of work:

  • Work with Ava’s Finance Department to develop a robust investment policy as well as create and deploy investment strategies that align with Ava’s Policy, liquidity needs, and risk tolerance.
  • Assess the market risk of investments and report findings to Ava’s Finance Department and, on an ad-hoc basis, to Ava’s Executive Management.
  • Provide market research and analysis of the yield curve.
  • Work diligently with Ava’s Legal Department to ensure compliance with all legal requirements associated with proposed investments.
  • Attend meetings of the Finance Department, Board, or other Committees on an as-needed basis. (Virtual or in-person attendance is currently acceptable.)
  • Provide monthly, quarterly, and annual reports on the performance of the portfolio with metrics including, but not limited to:
    • Portfolio composition, portfolio return, maturity, weighted average maturity, transaction activity, maturity date, accrued interest, market and book values, yield to maturity, days to maturity, and portfolio summary statistics.
    • Monthly statements should be provided by the 5th business day following the end of the monthly and quarterly statements; and the annual statement should be provided by the 15th business day following the end of the fiscal year (Ava’s fiscal year end is June 30).
      If these proposed statement timelines are problematic for the
      proposing organization, please suggest alternatives and the reason for the suggestion.
  • Assist with the development of Ava's Investment Policy, alongside Ava's Finance Department, Legal Department, and custodian, and monitor any changes to the California Government Code that would affect the Investment Policy.
  • Monitor and remain up-to-date on market conditions, general economic developments, and possible regulation changes in order to make recommendations on treasury management strategies, goals, or possible changes to Ava’s Investment Policy.
  • Assist in establishing such new accounts as appropriate to implement proposed treasury management strategies.
  • Provide Ava staff access to online investment accounts and reports.
  • Assist with cash flow and maturity analysis.
  • Assist with the end-of-year audit and reporting.

Request for Proposals (RFP): Induction Cooking Education and Awareness Grant

East Bay Community Energy (EBCE) is offering a Community Investment Grant of up to $300,000 to a local organization that can increase Induction Cooking Education and Awareness throughout EBCE’s service territory.

The successful grantee will propose and identify induction cooking event opportunities, and plan, design, and execute events. Induction Cooking Demonstrations are intended for community education and increasing awareness of induction technology.

EBCE seeks responses from proposers on program concepts for a service-territory community education program including:

  • Customer Education: increasing consumer awareness of induction technology
  • Training: increase hands-on experience and motivate consumer action to switch to induction
  • Customer Enablement and Giveaways: equipment raffles, electrification enablement

Potential Program Concepts:

  • Induction demonstrations at farmers markets, community vendor events
  • Induction cooking demonstrations, cooking classes, cooking competitions
  • Tabling at community fairs or other events
  • Competitions and equipment giveaways to stimulate participation

Induction cooking education events may include, though are not limited to, these examples. We'd love to receive your innovative ideas!

Preference will be given to organizations with proposals focused on equity priority communities.

Request for Proposals for EBCE Ride Electric E-Bike Adoption Program

East Bay Community Energy (EBCE) is seeking proposals for program design, marketing, outreach and implementation of a consumer-facing Electric Bicycle (e-Bike) Adoption Program (e-Bike Program) that is available to EBCE customers in Alameda County (excluding the City of Alameda), and the cities of Tracy and Stockton. EBCE has allocated $2 million dollars to initiate this program in 2023 and is planning to allocate an additional $4 million dollars over the next 2 years for a total of $6 million over 3 years. Request for Prequalification for Tenant Improvement Project

EBCE seeks to prequalify a pool of qualified General Contractors (“Contractor(s)” or “Firm(s)”) from which to solicit bids for the renovation of an existing building that will become the new East Bay Community Energy Authority Headquarters (“Project”). EBCE has determined that all general contractors bidding on the Project must be pre-qualified prior to submitting a bid on the Project. EBCE will determine which Contractors are eligible to bid on the Project through this Request for Prequalification (“RFP”) process. Contractors interested in bidding on this Project must fully and properly complete the prequalification questionnaire and provide all materials requested. Responses are due on Feb. 10, 2023
